Cheating in chess

Cheating is a very serious threat to the future of tournament and league chess.
They say there is no such thing as bad publicity but that can’t be true when the main stories about chess recently are to do with phones being hidden in toilets and electronic devices strapped to shins. This doesn’t portray our game in a good light.

I could be really flippant and say someone should run a tournament where cheating is encouraged. They also should invite FIDE’s top arbiters to learn how they can spot how the players are cheating. Each round the arbiters can try a different way to police the event.
Obviously everyone will need to sign up to reveal their methods to the organisers once the tournament is over.
Sadly, this probably encourages the most ingenious ones to keep adapting their methods in a testing environment which might hone their skills.

But how do we detect the cheats and what should be done with them?
How would you stop it? Especially in local league chess.
